League City, TX (August 20, 2026) – The League City Police Department’s Special Investigations Unit (SIU), with the assistance of agents from the United States Postal Service (USPS) Office of Inspector General (OIG), arrested 46-year-old Richard Ybanez of Bacliff following a joint investigation into suspected mail theft.
LCPD SIU detectives began working with USPS OIG agents approximately one week ago after receiving information regarding suspected mail theft involving Ybanez, a USPS employee. Over the following week, detectives and agents conducted a joint investigation into the allegations.
On Thursday, August 20, 2026, at approximately 3:22 p.m., Ybanez was taken into custody after being stopped in the parking lot of a convenience store in the 1600 block of West League City Parkway.
Ybanez has been charged with Mail Theft of 10–30 Items, a State Jail Felony. His bond has been set at $5,000.
